Phyllis Little - Director

Phyllis Little served as EMA Administrative Assistant from September 1995 until September 1999, when she was named Deputy Director. Phyllis was named as Director of the Cullman County EMA in May 2003.
Phyllis received a diploma in clerical technology from Wallace State College in 1990. She has held certification as an Emergency Medical Technician - Intermediate since 1985.

Phyllis also served with the Jones Chapel Volunteer Fire Department from 1983 until 2000. She has served as secretary/treasurer for the North Alabama 13-County Emergency Management Mutual Assistance Association and for the Alabama Association of Emergency Managers.
Phyllis has completed over 1000 hours of training in emergency management from FEMA, AEMA, and the National Weather Service. In June 2000, the Alabama Association of Emergency Managers awarded her the designation of Advanced Emergency Manager. This designation requires the completion of 700 hours of instruction in emergency management and related studies.
Phyllis' duties include planning for and executing a quality program of emergency management services including preparedness, response, recovery, and mitigation efforts; fiscal operation of the agency, including budget and resource development and management; personnel management and supervision of day to day operation; and representing the county before state and federal authorities.
A resident of the Jones Chapel Community in Cullman County, Phyllis is married to Wayne Little. They have two children, Tony and Jaime, and one grandchild, Ethan Little. Phyllis is an active member of the Bethlehem West Missionary Baptist Church. In her spare time, Phyllis enjoys reading western novels by Louis L’Amour.

Kelly Allen - Deputy Director
Kelly Allen is currently serving as the Deputy Director for the Cullman County Emergency Management Agency. Prior to this position, Kelly worked in public safety and was active with volunteer agencies as well. He served on the Berlin Voluntary Fire Dept. from 1989-1993. In 1993, Kelly entered the field of law enforcement as a dispatcher with the Hanceville Police Department serving there from 1994-1997, then took a senior dispatch position with the Cullman County Sheriff Office, where he remained from 1997 until July 2003 when he transferred to the CCEMA.

Kelly is currently serves as the Secretary/Treasurer of the Local Emergency Planning Committee, and is also working on completing his hours of online studies with FEMA. At this time he has over 300 hours in his studies.
Kelly's responsibilities include but are not limited to: Assisting the Director in her duties in operations of the office, assisting to develop mitigation plans, participation in the Cullman County Homeland Security Committee, increasing training for the first responders, assisting to maintain various emergency plans, such as Strategic National Stock Pile/MPTS Operations Plans; and developing Hazard Mitigation Plans that require maintenance on a yearly basis.
Kelly is the Communication Advisor for the CCEMA office He has been tasked with researching technology that may be available with limited funding.
