COMMISSION MEETING

August 14, 2006

 

CALL TO ORDER AND WELCOME

A regular meeting of the Cullman County Commission was held Monday, August 14, 2006 at 10:00 a.m., in the County Commission Office Conference Room, Chairman Kitchens called the meeting to order and welcomed all visitors.

 

CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE

Present were Chairman Wiley Kitchens, Commissioner Doug Williams, and Commissioner Stanley Yarbrough. Chairman Kitchens gave the invocation and Commissioner Williams lead the pledge of allegiance.

 

APPROVE MINUTES, APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSE AND ALL JOURNAL ENTRIES TO BE POSTED

Commissioner Yarbrough made the motion to approve minutes, appropriations, expenditures, requisitions, travel expense and all journal entries to be posted.  Commission Williams seconded, and upon a voice vote, the motion carried unanimously.

 

PUBLIC COMMENTS

Burt Jones – with Pals requesting the commission to put the Self Governance Act on the ballot in November.

NEW BUSINESS

 

Resolution No. 2006-21 Initiating Project No. CCP-22-60-06, ST-022-888-008 Resurfacing and Traffic Striping County Road 508.

Philip Widner, County Engineer stated the commission has already passed the agreement for this project several weeks ago. This resolution is initiating the project on County Road 508. Commissioner Williams was instrumental in securing a $400,000.00 ST Grant for this road.

Commissioner Williams made the motion to do the resolution. Commissioner Yarbrough seconded, and upon a voice vote, the motion carried unanimously.

 

Resolution No. 2006-22 Speed Limit on County Road 940 and 974, adjacent to The New Harmony School. The above portion of County Road 940 to be set at 35 miles per hour and County Road 974 to be set at 15 miles per hour.

Mr. Widner stated after watching the school traffic around the New Harmony School, I believe it’s necessary to establish a school zone around the school. Based on the amount of traffic I recommend setting the speed limit on County Road 940 at 35 MPH and County Rod 974 at 15 MPH.

Commissioner Yarbrough made the motion to set the recommended speed limit. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.

 

Consider approval of Final Plat and Acceptance of the road for White Oak Estates located in District #3 off Sand Stone Drive.

Mr. Widner stated White Oak Estates is south of Arab. Sand Stone Drive is located in Marshall County it’s the south border of Marshall County. White Oak Estates is located in Cullman County but to access the subdivision you will go thru Marshall County. I recommend approval of the final Plat and acceptance of the road.

Commissioner Williams made the motion to accept the final plat and road for White Oak Estates. Commissioner Yarbrough seconded, and upon a voice vote, the motion carried unanimously.

 

Consider Tax Abatement for Advance Heat Treat Corp.

Commissioner Yarbrough made the motion to approve the tax abatement for Advance Heat Treat Corp. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.

 

Consider Tax Abatement for HH Technologies, Inc.

Commissioner Yarbrough made the motion to approve the tax abatement for HH Technologies, Inc. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.

 

Consider the surplus of a 2005 Ford Crown Vic Serial No. 2FAFP71WXSX177526 – Sheriff’s Department

Commissioner Williams made the motion to surplus the 2005 Ford Crown Vic from the Sheriff’s Department.

Commissioner Yarbrough seconded, and upon a voice vote, the motion carried unanimously.

 

Consider donation to the Brushy Pond Community Center

Commissioner Yarbrough made the motion to give Brushy Pond Community Center a $1,000.00 donation. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.

 

Commissioner Yarbrough made the motion to give the Colony Community Center a $1,000.00 donation. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.

NEXT REGULAR COMMISSION MEETING AUGUST 28, 2006

Chairman Kitchens announced the next commission meeting will be Monday, August 28, 2006 at 10:00 am in the County Commission Office Conference Room.
