COMMISSION MEETING
May 8, 2007
CALL TO ORDER AND WELCOME
A regular meeting of the Cullman County Commission was held Tuesday, May 8, 2007 at 10:00 a.m., in the County Commission Office Conference Room, Chairman Kitchens called the meeting to order and welcomed all visitors.
CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE
Present were Chairman Wiley Kitchens, Commissioner Doug Williams, Commissioner Wayne Willingham and Attorney Dan Willingham. Mr. Dan Willingham gave the invocation and Commissioner Williams lead the pledge of allegiance.
APPROVE MINUTES, APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSE AND ALL JOURNAL ENTRIES TO BE POSTED
Commissioner Williams made the motion to approve. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.

Randy McClendon – Status of County Road 12 and County Road 27
NEW BUSINESS
CRMC Board Appointment – Chairman Kitchens
Chairman Kitchens made the motion to appoint Hoyt Price to the CRMC Board. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
CRMC Board Appointment – Commissioner Williams
Commissioner Williams made the motion to appoint Clyde Adams to the CRMC Board. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
CRMC Board Appointment – Commissioner Willingham
Commissioner Willingham made the motion to appoint David McKoy to the CRMC Board. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Cullman County Rescue Squad Allocations
Gary Teichmiller, County Administrator stated this is an advancement to the Rescue Squad to purchase one of the FEMA trailers. The Rescue Squad will repay this in monthly allotments from the allocations received from the commission.
Commissioner Willingham made the motion to allow the advance. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Authorize Chairman to Sign Engineering Service Proposal for DHR Building
Commissioner Williams made the motion to Authorize Chairman Kitchens to sign Engineering Service Proposal for the DHR Building with St. John and Associates. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Authorize Chairman to Sign Environmental Site assessment Proposal for DHR Building
Commissioner Williams made the motion to authorize the Chairman to sign Environmental Site Assessment Proposal for the DHR Building with Gallet and Associates. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Resolution No. 2007-24 Old Bremen Voting Location
Attorney Willingham stated several years ago A.B. and Elise Easterwood deeded to Cullman County Commission a parcel of land in the Southwest corner of the county with that parcel being dedicated for voting purposes. In that deed there’s a condition stating as long as it’s being used for voting purposes and when diverted or not being used for said use then all that title and interest shall refer to grantors and their heirs. The voting location has been moved from that site. That parcel is no longer being used for any voting purpose. This resolution states that this parcel has reverted back to the grantors and their heirs.
Commissioner Willingham made the motion to adopt the Resolution. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Resolution No. 2007-23 Honoring all Alabamians who have served in the Armed Forces
Commissioner Willingham made the motion to adopt Resolution No. 2007-23 honoring Armed Forces. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No. 894 – Service for Sheriff’s Dept. and other various departments
Mr. Teichmiller stated two bids were received, I recommend awarding the bid to Texaco Express.
Commissioner Williams made the motion to award the bid to Texaco Express. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No. 895 – One or more utility vehicles
Commissioner Willingham made the motion to award Bid No. 895 to Trigreen Equipment. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No. 896 – Curb and Gutter Project for Carts Building
Commissioner Williams made the motion to award Bid No. 896 to Powe General Contractors. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Consider $1000.00 donation to the White City Community Center
Commissioner Williams made the motion to donate $1,000.00 to the White City Community Center. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
