CULLMAN COUNTY COMMISSION MEETING
November 25, 2008
CALL TO ORDER AND WELCOME
A regular meeting of the Cullman County Commission was held Tuesday, November 25, 2008 at 10:00 a.m. in the County Commission Office Conference Room. Chairman James Graves called the meeting to order and welcomed all visitors.
CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE
Phyllis Thiot, Secretary, called the roll; present were Chairman James Graves, Associate Commissioner Doug Williams, and Associate Commissioner Wayne Willingham. The invocation was given by Dan Willingham and Commissioner Williams led the Pledge of Allegiance
APPROVE THE NOVEMBER 12, 2008 MINUTES, APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSE AND ALL JOURNAL ENTRIES TO BE POSTED
Commissioner Wayne Willingham made the motion to approve. Commissioner Doug Williams seconded the motion, and upon a voice vote, the motion carried unanimously.
PUBLIC COMMENTS
Mr. John W. Culver, Sr. congratulated Chairman Graves on his election to office. Mr. Culver then addressed the Commission regarding safety concerns on County Roads 206, 207, and 208 due to road signs being removed. The community appreciates the work Commissioner Willingham did to widen County Road 206, but would like for him to consider replacing the signs that were removed. Safety is his only concern.
NEW BUSINESS
AUTHORIZE CHAIRMAN GRAVES TO SIGN AN AGREEMENT RENEWING PROPERTY INSURANCE COVERAGE.
Gary Teichmiller, County Administrator, explained that this is a renewal of property insurance through St. Paul Fire and Marine negotiated by the local county agent, Smith and Gray. The premium for next year will be $197,436.00. The Chairman asked if bids were requested and Mr. Teichmiller stated that bids were requested. Commissioner Willingham asked if the premium was higher or lower than last year. Mr. Teichmiller stated there is about a 3% increase due to additional coverage for equipment and for the new DHR building. Commissioner Doug Williams made the motion to authorize the Chairman to sign an agreement to renew the property insurance. Commissioner Wayne Willingham made a second to the motion and upon a voice vote, the motion carried unanimously.
CONSIDER THE WEST SIDE ROAD DEPARTMENT REQUEST TO DECLARE LISTED VEHICLES SURPLUS.

Commissioner Wayne Willingham stated the vehicles are old and not in use. The vehicles will be advertised in the newspaper and sealed bids will be taken on them. Commissioner Willingham made the motion to surplus the vehicles; Commissioner Doug Williams made a second to the motion and upon a voice vote, the motion carried unanimously.
AWARD BID #978 FOR COMPUTER EQUIPMENT TO DELL COMPUTER.
Joey Martin, Data Processing Director, stated this is the normal computer bid that is done every three months. Bids were received from Reasons and Dell. Reasons did not include the Microsoft Word program in their bid; Mr. Martin recommended awarding the bid to Dell. Chairman Graves asked if Dell has been used before and if their service was satisfactory in the past. Mr. Martin stated that Dell has been used before and their service has been satisfactory. Responding to a question from the Chairman regarding the types of computer equipment, Mr. Martin stated the bid included Pc’s, laptops, monitors, and frames. Commissioner Doug Williams made a motion to award the bid to Dell. Commissioner Wayne Willingham made a second to the motion, and upon a voice vote, the motion carried unanimously.
AWARD BID #980 FOR HAULING OF AGGREGATE.
Commissioner Wayne Willingham stated that four bids were received; he would like to award the bid to all that participated. That way, a price can be negotiated with all of them, whoever is the closest. Commissioner Willingham made the motion to accept all bids for aggregate hauling. Commissioner Doug Williams stated a couple of the bids had a fuel index on them and asked if the motion could be amended to include the fuel index. Commissioner Willingham amended the motion to cover all the bids with the fuel index change if it went over $3.50 per gallon as listed. Chairman Graves asked if anyone had comments; County Attorney Dan Willingham wanted to clarify that the companies would be hauling from different distances and asked if the companies understood that the bid is awarded to all bidders. Commissioner Willingham said there are different prices for different districts and that the bid award is understood by all bidders. Chairman Graves asked if the bid was for one year or six months, Commissioner Willingham said the bid is for one year. Commissioner Williams made a second to the amended motion and upon a voice vote, the motion passed unanimously.
HOLIDAY CLOSING SCHEDULE
Chairman Graves stated that the county follows the state schedule for holidays; the Governor has announced that State employees will have the Friday after Thanksgiving Day off. The county offices will be closed on Thursday, November 27th and Friday, November 28, 2008 for Thanksgiving Holiday. The Chairman asked the Cullman Times reporter to remind the public that the county sanitation trucks will run on both the 27th and 28th, their regular schedule.
NEXT COMMISSION MEETING
Chairman Graves announced the next regular Commission Meeting will be held at 10:00 AM, Tuesday, December 9, 2008 in the Commission Office Conference Room.

Commissioner Williams made the motion to adjourn; Commissioner Willingham made a second to the motion and upon a voice vote, the motion to adjourn passed.
