CULLMAN COUNTY COMMISSION MEETING
January 12, 2010

 

CALL TO ORDER AND WELCOME

Chairman James Graves called the Commission Meeting to order at 9:59 a.m. and welcomed the visitors.

CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE
Charlotte Slatton, County Clerk, called the roll; present were Chairman James Graves, Commissioner Wayne Willingham, Commissioner Doug Williams and County Attorney Dan Willingham.  The invocation was given by Dan Willingham and Commissioner Wayne Willingham led the Pledge of Allegiance

APPROVE MINUTES OF THE DECEMBER 22, 2009 MINUTES, APPROVE APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSES; AND APPROVE ALL JOURNAL ENTRIES TO BE POSTED.
Commissioner Wayne Willingham made the motion to approve the December 22, 2009 minutes, approve appropriations, expenditures, requisitions, travel expenses and approve all journal entries to be posted.  Commissioner Doug Williams made a second to the motion, and upon a voice vote, the motion carried unanimously.

PUBLIC COMMENTS

Johnny Dyar, Mayor of Baileyton, addressed the Commission concerning the need for a new Senior Citizen Center in Baileyton.  The current center has been open one year.  With up to 125 people visiting the center, the facility is too small with inadequate restrooms and kitchen.  A new facility will cost approximately $168,000.00. Approximately $80,000.00 has been acquired.  Mayor Dyer requested the Commission to help with the funding.  Commissioner Williams stated the Eastside Road Department will assist with the ground preparation.  Chairman Graves stated the Commission will look into funding possibilities.

NEW BUSINESS
Authorize the Chairman and EMA Director to sign the 2010 Emergency Management Performance Grant (EMPG) Cooperative Agreement
Phyllis Little, EMA Director, stated this grant is the State’s funding for 2010 in the amount of $9,052.00 which is a decrease of $495.00 from last year.  However, it is anticipated the EMPG funding from the federal grant will increase.  Commissioner Williams made a motion to authorize the Chairman and EMA Director to sign the EMPG Cooperative Agreement.  Commissioner Willingham seconded, and upon a voice vote, the motion passed unanimously.

Authorize the Chairman and EMA Director to sign documents for additional EMPG Funding for FY 2009
Phyllis Little stated these funds are tied to the law which allows extra funding to be awarded to counties that have certified emergency managers.   The $9,052.00 is an increase of $2,173.00 over the last award.  Commissioner Williams made a motion to authorize the Chairman and EMA Director to sign for additional EMPG funding for FY 2009.  Commissioner Willingham seconded.  The motion passed on a unanimous voice vote.

Ms. Little reported EMA has received notification of an additional $10,256.85 in funding that comes from the distribution of monies returned to the state from counties that were unable to provide the 50% matching funds.  This brings the total grants for FY 2009 to $55,952.00.

Commissioner Williams to appoint Joe Golden to the E-911 Board to serve the unexpired term of Euell Hodge
Commissioner Williams stated due to the death of Euell Hodge, he wants to appoint Joe Golden of Baileyton to the E-911 Board.  The term will expire 9-1-2012.  Commissioner Willingham seconded Commissioner Williams’ motion.  The motion passed on a unanimous voice vote.

Resolution 2010-20 – Surface Mining
Commissioner Williams read aloud the resolution opposing surface strip mining in Cullman County and made a motion to adopt the resolution.  Commissioner Willingham seconded.  The motion passed on a unanimous voice vote.  Commissioner Willingham requested a copy of the resolution be sent to the Surface Mining Commission and the Alabama Department of Environmental Management (ADEM).

Resolution 2010-21 – Set speed limit on County Road 55 at 20 MPH
Commissioner Willingham made a motion to set the speed limit on County Road 55 at 20 MPH.  Commissioner Williams seconded, and the motion passed on a unanimous voice vote.

 

Resolution 2010-22 – Authorize the signing of the application for Land and Water Conservation Fund (LWCF) grant for improvements at Sportsman Lake Park
Commissioner Willingham made a motion to authorize the Chairman to sign the application for the LWCF grant for improvements to Sportsman Lake Park.  Commissioner Williams seconded.  The motion passed on a unanimous voice vote.

Consider extending Bid No. 924 – Purchase of New Tires
Gary Teichmiller, County Administrator, stated McGriff Tire Company has agreed to extend the bid price for one (1) year.  McGriff’s current prices are lower than the State Bid List.  He recommended extending the bid.  Commissioner Williams made a motion to extend Bid No. 924 for one (1) year.  Commissioner Willingham seconded, and upon a voice vote, the motion passed unanimously.

Consider awarding Bid No. 1030 – A complete package for a limited roll-off operation for sanitation department
James Rollo, Sanitation Supervisor, stated there was one bid that met the specifications from Blue Dot Enterprises, Inc. for $89,000.00.  He recommended awarding the bid.  Commissioner Willingham made a motion to award the bid to Blue Dot Enterprises, Inc.  Commissioner Williams seconded.  Upon a unanimous voice vote the motion passed.

Chairman Graves announced the next meeting of NARCOG will be January 28, 2010 at the Decatur office of NARCOG.

NEXT REGULAR COMMISSION MEETING MONDAY, JANUARY 25, 2010

Chairman Graves announced due to a scheduling conflict the next regular Commission Meeting will be moved to Monday, January 25, 2010, at 10:00 a.m. in the Commission Office Conference Room.

ADJOURN THE MEETING

Chairman Graves asked if there was further business to consider and there was none.  Chairman Graves adjourned the meeting at 10:13 a.m.
