CULLMAN COUNTY COMMISSION RECESSED MEETING
February 24, 2010
CALL TO ORDER
Chairman James Graves called the Commission Meeting back into session at 2:05 p.m.
CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION
Charlotte Slatton, County Clerk, called the roll; present were Chairman James Graves, Commissioner Wayne Willingham, Commissioner Doug Williams and County Attorney Dan Willingham.
APPROVE MINUTES OF THE FEBRUARY 9, 2010 MINUTES, APPROVE APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSES; AND APPROVE ALL JOURNAL ENTRIES TO BE POSTED.
Commissioner Wayne Willingham made the motion to approve the February 9, 2010 minutes, approve appropriations, expenditures, requisitions, travel expenses and approve all journal entries to be posted. Commissioner Doug Williams seconded the motion, and upon a voice vote, the motion carried unanimously.
NEW BUSINESS
Chairman Graves’ appointment of F. Zane Hill to the Agricultural Development Board for a four (4) year term expiring September 30, 2013
Commissioner Willingham made a motion to allow the Chairman to appointment F. Zane Hill to the Agricultural Development Board. This is a four (4) year term expiring 9-30-2013. Commissioner Williams seconded. The motion passed on a unanimous voice vote.
Resolution 2010-26A – Smith Lake Water Withdrawal Permit Application
Attorney Willingham stated the application has been filed with Alabama Power to withdraw water from Smith Lake as an alternative source of water for emergencies. The resolution is to ratify the application. Commissioner Williams made a motion to approve the resolution for the Smith Lake water withdrawal permit application by the Cullman County Water Department. Commissioner Willingham seconded and upon a unanimous voice vote, the motion passed.
Authorize the County Attorney to respond to the City of Cullman’s letter
Chairman Graves stated the County has received a letter from the City of Cullman concerning the County’s efforts to obtain additional water sources. Since he felt the letter from the City was strongly worded, Attorney Willingham requested the Commission’s formal approval to respond to the letter. Commissioner Williams made a motion to authorize the attorney to respond to the City’s letter. Commissioner Willingham seconded, and upon a voice vote, the motion passed.
Consider awarding Bid No. 1035 - Excavation & Placement 210E-001 Underwater Embankment and 301B-011 Crushed Aggregate Base
Fred Penn, County Engineer, stated T& K Construction was the low bidder for the crushed aggregate base at $32.00 per cubic yard and Hooton & Sons was the low bidder on the underwater embankment at $25.00 per cubic yard. Attorney Willingham inquired if both bidders have agreed to the splitting of the bid. Commissioner Willingham stated they have been contacted and have approved. Commissioner Willingham made a motion to award the bid to the low bidders. Commissioner Williams seconded. Upon a unanimous voice vote, the motion passed.
Chairman Graves announced a letter was delivered to the Commission this morning informing them that VF Jeanswear, located in Holly Pond, will be permanently closing on April 30, 2010. This will be a loss of 148 jobs in Cullman County.
PUBLIC COMMENTS
Sheriff Roden informed the Commission the law enforcement agencies in the Cullman County have received a grant for $2.25 million for upgrades to the communication systems. This will be distributed between the Sheriff, Cullman Police Department and Hanceville Police Department. The County received partial funding of $1.5 million yesterday.
Mayor Kilgo from West Point informed the Commission the Town of West Point is pursuing funding to help with the relocation of the town hall.
He also expressed concern for the dangerous intersection at Highway 278W and County Roads 1117 and 831 in the Bethel Community. Commissioner Willingham stated he has written a letter to ALDOT requesting a 4-way stop sign be installed at the intersection where there have been several fatalities.
