COMMISSION MEETING

Chairman Graves called the recessed commission meeting back into session at 11:42 a.m.

NEW BUSINESS
Consider agreement with ALDOT for emergency exit ramp at old Highway 31 and I-65
Chairman Graves stated Highway 31 N at Lacon will be closed for repairs, which will probably take a year.    This agreement will allow ALDOT to build an emergency exit ramp off I-65 onto County Road 1223 (Old Highway 31).  This will be a gated, gravel exit for emergency use only.  Commissioner Willingham made a motion to approve the agreement with ALDOT.  Commissioner Williams seconded.  The motion passed on a unanimous voice vote.

Consider a donation request from Brushy Pond Community Center
Chairman Graves stated they have received a request from the Brushy Pond Community Center for a $1,000.00 donation for repairs.  Commissioner Willingham made a motion to make the donation to the community center.   Commissioner Williams seconded, and upon a unanimous voice vote, the motion passed.

 Inform the public of proclamation of Fair Housing Month issued by Governor Riley
The Chairman stated the County has received a copy of Governor Riley’s proclamation declaring April 2010 as fair housing month.  He stated a copy was available for those interested.  Commissioner Willingham made a motion to accept the resolution.  Commissioner Williams seconded.  The motion passed on a unanimous voice vote.

Resolution 2010-30 – Authorizing the designation of a Recovery Zone
Resolution 2010-31 – Sub-allocation of Cullman County’s Recovery Zone Bonds
Mr. Louie Cardinal, an attorney representing Wallace State Community College (WSCC), thanked the County for working with the college for the recovery zone allocation for improvements to the Bailey Commerce Center. The $4.1 million the County received under the stimulus program will be allocated to the college to lower the interest cost on bonds issued by the two year college system.

The first resolution is to establish a recovery zone so the college can use the bonds.  The second resolution specifically allocates the bonds to WSCC for use on the Bailey Center.  The Commission’s approval will allow the bonds to be issued this summer.  This provides a 45% subsidy on the interest cost of the $16 million bond issue.

Commissioner Williams made a motion to approve both resolutions designating the recovery zone and the sub-allocation of the recovery zone bonds to the college.  Commissioner Willingham seconded the motion which passed on a unanimous voice vote.

The next NARCOG meeting will be April 28, 2010 at the Decatur office of NARCOG.  Chairman Graves announced there will be no May meeting of NARCOG; however June 4 representative from the three counties will be in Cullman for the Senior Day in the Park.

Commissioner Willingham reported on his trip to Washington D.C.   They met with senators and representatives in search of FEMA funding and he is hopeful of funding for roads in the near future.

NEXT REGULAR COMMISSION MEETING WEDNESDAY, May 12, 2010
Chairman Graves announced the next regular Commission Meeting will be Wednesday, May 12, 2010 at 10:00 a.m. in the Commission Office Conference Room.

Chairman Graves asked Attorney Willingham if everything was complete from the previous sessions.  Before he could answer, Commissioner Willingham made a motion to recess “so we can come back and discuss it some more.”  Commissioner Willingham seconded.

At 11:51 a.m. the meeting was recessed until 2:30 p.m.
