THIRD RECESSED CULLMAN COUNTY
COMMISSION MEETING
April 27, 2010
At 2:32 p.m., Chairman Graves called the recess meeting back into session. He stated he did not know why the Commission was meeting again since all business on the agenda was completed during the last session.
Commissioner Willingham stated he had a resolution to elect a director of the newly established South Cumberland Cooperative District, to authorize the transfer of all assets of the Cullman County Water Department to this cooperative and to authorize the leasing of employees of the Cullman County Water Department to the cooperative.
He made a motion to transfer the Cullman County Water System and authorize the leasing of the employees to the South Cumberland Cooperative District and the appointment of Stan Wood as director for a four (4) year term. Commissioner Williams seconded.
Attorney Willingham informed the Commission there cannot be two motion on the floor at the same time. One must be acted upon before the second can be considered. Commissioner Willingham rescinded his motion to appoint Mr. Wood.
Chairman Graves refused to call for a vote stating this had been pushed through. Commissioner Williams asked if he was unwilling to call for a vote did he want to relinquish the chair. Chairman Graves stated he wanted no part of their actions and relinquished the chair for the vote. Commissioner Williams assumed the chair and called for a vote on the transfer of all assets and the leasing of employees from the Cullman County Water Department to the South Cumberland Cooperative District. Commissioners Williams and Willingham voted “aye” as Chairman voiced his disapproval to their vote.
Commissioner Willingham then made a motion to appoint Stan Wood to a four (4) term as director of the South Cumberland Cooperative District. Commissioner Williams seconded. Commissioners Williams and Willingham both voted aye on voice vote.
Commissioner Williams made a motion to adjourn the meeting. Commissioner Willingham seconded.
Chairman Graves made an attempt to address the issue of the Westside Road Department being over budget and the Commission has taken no action to bring the budget into compliance.
Commissioner Williams stated there was a motion and a second on the floor and would not allow the Chairman to bring the matter before the Commission.
Chairman Graves stated, “This is County government at its worst.” A member from the audience said “Amen”.
Commissioners Williams and Willingham voted to adjourn the meeting at 2:38 p.m.
